Campgrounds near Upper Grand Lagoon
Upper Grand Lagoon sits on the west side of Panama City Beach, Florida, wrapped around the protected waters of Grand Lagoon and minutes from the Gulf of Mexico. The area works well as an RV base because full-hookup private resorts and a large state park campground are all within a short drive of the beach, restaurants, and boat ramps.
St Andrews State Park anchors the east end of the lagoon, with two campground loops in the pinewoods near Grand Lagoon and 176 sites equipped with electricity and water, picnic tables, and grills. Private options in the surrounding neighborhoods include Venture Out Panama City Beach, Panama City Beach RV Resort, Sun Outdoors Panama City Beach, and Panama City Beach KOA.
Between the state park and the private resorts, visitors can choose between quieter, nature-forward camping and full-service resorts with pools, laundry, and paved pads. Most sites are within a short drive of the beach, marinas, and grocery stores.
Things to do near Upper Grand Lagoon
The lagoon itself is the main draw. Visitors use it as a launch point for kayaking, paddleboarding, and boating, with easy access to Shell Island across the pass. Shell Island boat shuttles run from the park concession, and pontoon boats can be rented on site.
At St Andrews State Park, families can swim inside the calm jetty pool, snorkel the rocks, walk two nature trails through coastal plant communities, and fish from two piers and a jetty. Water sports include swimming, snorkeling, scuba diving, kayaking, and canoeing. Off-site, Pier Park in Panama City Beach offers shopping, mini-golf, and restaurants within a short drive.

Spring break, roughly March into early April, brings heavy demand across Panama City Beach. Private RV resorts near the beach fill early, and traffic on Front Beach Road slows. Summer is the longest peak, with warm Gulf water, afternoon thunderstorms, and consistently full campgrounds through the July holiday week and beyond.
Atlantic hurricane season runs June 1 through November 30, with the highest risk from August through October. Coastal parks in the Florida panhandle can close on short notice under tropical storm or hurricane warnings, and visitors should watch National Hurricane Center advisories when booking in late summer and early fall.
Winter is the quietest and coolest stretch. Snowbirds take monthly sites at private resorts through the December to February window, but nightly availability is generally easier to find than in spring or summer. Gulf water is cold for swimming in winter, though hiking, fishing, and cycling remain comfortable.
How to book campgrounds near Upper Grand Lagoon
St Andrews State Park is reserved through the Florida State Parks reservation system. Florida residents may make reservations up to 11 months in advance of their arrival date, while non-Florida residents may reserve up to 10 months ahead, so waterfront and lagoon-side sites for spring and summer should be booked as soon as the window opens at 8 a.m. Eastern time.
Private resorts including Venture Out Panama City Beach, Panama City Beach RV Resort, Sun Outdoors Panama City Beach, and Panama City Beach KOA take reservations directly through their own websites or by phone. Spring break and holiday weekends often carry minimum-stay requirements.
Park gates at St Andrews close at sunset; late arrivals should contact the park before 5 p.m. on the day of arrival.
What to expect on the ground
Sites at St Andrews are set in pine woods a short walk or bike ride from the beach. The campground offers water and electric (30- and 50-amp) with sewer hookups at sites in the rebuilt loops, and dump stations are located in the campground. Five bath houses and one laundry facility serve the loops. Sand, salt spray, and mosquitoes are part of the experience, so screens, bug spray, and a rinse hose are useful.
Private resorts in the Upper Grand Lagoon area typically offer full hookups, paved or gravel pads, pools, and laundry. Some sit closer to the beach; others line the lagoon with boat ramps or docks.
Roads into the area are flat and RV-friendly, but Front Beach Road and Thomas Drive get congested in peak season. Grocery stores, marine fuel, and propane are all available within a short drive.

How much does it cost to rent an RV in Upper Grand Lagoon, FL?
Great news for budget-conscious travelers: an RV rental in Upper Grand Lagoon is one of the most affordable ways to experience the Emerald Coast. Motorhomes in the Panama City Beach area average around $200 per night, while towable travel trailers run closer to $120 per night, and most hosts offer 10 to 20 percent weekly and monthly discounts. visitpanamacitybeach.com/places-to-stay/campgrounds-rv-parks/Do I need a special license to rent an RV in Upper Grand Lagoon, FL?
Good news: a regular driver's license is all you need to rent an RV in Upper Grand Lagoon. Florida does not require a Commercial Driver's License (CDL) or special endorsement for personal-use motorhomes, travel trailers, or campervans under 26,000 pounds, which covers essentially every rental on RVezy. To be an approved driver, you must generally be at least 25 years old with a valid license, and RVezy verifies your ID through the platform during booking so there's nothing to print or notarize. Visiting from outside the US? An International Driving Permit paired with your home-country license works perfectly. Most first-time renters are pleasantly surprised at how quick the approval process is.

Peace of mind comes standard with every RV rental in Upper Grand Lagoon. Each RVezy booking includes a renter protection plan plus 24/7 roadside assistance, so you're covered for eligible damage and have help one call away whether you're parked at St. Andrews State Park or cruising US-98. At checkout you'll choose between protection plan tiers, allowing you to pick the level of coverage that matches your trip and budget (this is set by RVezy, not the host). RVezy sets the cancellation policy (not individual hosts), and it includes a grace period after booking during which you can cancel for a full refund. Refund eligibility after the grace period depends on how far in advance you cancel relative to your trip start date. Since Bay County sits in an active hurricane zone from June through November, this flexibility is especially reassuring. You'll see the exact policy details on the RVezy website during checkout.
