Campgrounds near Pilot Rock, Oregon
Pilot Rock sits in northeastern Oregon's Umatilla County, about 15 miles south of Pendleton along US-395, at the edge of the Umatilla National Forest and the rolling wheat country of the Columbia Plateau. The town serves as a quiet base for RV travelers heading into the Blue Mountains, the John Day country to the south, or the Oregon Trail corridor that runs along I-84 to the north.
RV options nearby span resort-style and primitive. Wildhorse Resort RV Park outside Pendleton offers full-hookup pull-thru and back-in sites with resort amenities including a pool, golf course, and casino. Pendleton KOA Journey rounds out the full-service options closer to town, while Fort Henrietta RV Park in nearby Echo has seven spaces complete with electrical, sewer, and water, plus two pull-thrus that offer water and electrical.
For a forested setting, Emigrant Springs State Heritage Area is located in the Blue Mountains of northeastern Oregon, directly off Interstate 84, and Ukiah-Dale Forest State Scenic Corridor follows Highway 395 along the North Fork of the John Day River and Camas Creek, winding through a forest of stately ponderosa pine, Douglas fir and western larch, and provides access to a primitive campground and popular fishing spot.
Things to do near Pilot Rock
History sits at the center of most itineraries here. Echo and the Umatilla River crossing were major Oregon Trail landmarks: the National Park Service has listed Fort Henrietta Park as a National Historic Trail Site because it was a campsite and river crossing for Oregon Trail emigrants. Pendleton adds the Pendleton Underground Tours, the Pendleton Woolen Mills, and the nearby Tamastslikt Cultural Institute.
Outdoor activity centers on the Blue Mountains and the rivers draining south. Anglers can catch Chinook salmon, steelhead, and trout, along with other types of fish in the John Day River and Camas Creek, and it is a great place for birdwatching, with opportunities to spot Cooper's hawks, golden eagles, hummingbirds, and several species of woodpeckers. The nearby Bridge Creek Elk Wildlife Area provides hunters with plenty of big game hunting opportunities.
Families staying at Wildhorse Resort RV Park have on-site access to a casino, bowling alley, movie theater, and golf course, useful for shoulder-season trips when weather turns.

Camping seasons in this part of Oregon are sharply defined by elevation. Lowland RV parks in Pendleton, Echo, and Pilot Rock itself stay open year-round, but the forested state campgrounds close for winter. Ukiah-Dale Campground is closed for camping from October 7th to May 1st and is gated during this time; if weather allows, the park may open sooner than May. The campground has 27 primitive sites that are first come, first served (no advance reservations), with sites located near Camas Creek.
At Emigrant Springs, conditions shift with altitude. From October through April, water may be shut down to campsites and cabins on short notice due to weather conditions, and water at campsites and cabins is turned off during winter, and will be turned back on in the spring as soon as weather permits. Some campsites and all cabins are open year-round, but park roads are often snow-covered or icy in winter.
Peak demand runs late June through Labor Day. Spring brings wildflowers along Camas Creek; fall delivers golden western larch and cooler nights ideal for high-elevation camping.
How to book campgrounds near Pilot Rock
Oregon State Parks uses a central reservation system for Emigrant Springs. Call 800-452-5687 or book online at oregonstateparks.reserveamerica.com; reservations are accepted same day and up to six months in advance. Reservations are required October 1 through June 1 for the duplex totem cabin and six rustic cabins.
Ukiah-Dale runs on a different model. It is a first come, first served campground; you must be physically at the park to get an empty site, and sites cannot be reserved in advance. Plan to arrive early on summer weekends.
Private parks accept direct reservations. Wildhorse Resort RV Park, Pendleton KOA Journey, and Fort Henrietta RV Park all book through their own offices or websites. For Round-Up week in September, Pendleton-area sites fill many months out, so book as soon as dates are set.
What to expect

The area around Pendleton is semi-arid, with very warm and dry summers and cool, moist winters; average July highs are near 90 with overnight lows around 55, and January's average highs and lows are in the low 40s and mid 20s.
Amenities vary widely. Wildhorse and Pendleton KOA Journey offer full hookups, paved sites, and standard resort facilities. Ukiah-Dale is a quiet state campground with no hookups, but the bathroom has automatic lights and electric outlets and is kept very clean.
Road noise is a known issue at Emigrant Springs given its position right next to I-84. Cell service drops south of Pilot Rock, so download maps and reservations before leaving town.
